What does that do, and how does it help know who comes and goes?

Every door will have a 'reader' that will 'read' the ID card, and allow the person to go through the secured door. Access control can also be tied through CCTV.

Are these comings and goings saved?

All transactions are 'logged' into a database that can be easily accessed by an authorized computer.

How are doors locked?
|
It all depends on the door. Some are secured by an electronic latch, others by electro-magnets, maybe just a gate. Door position can be also monitored.

Here's the big question, what will this cost?

It depends on how many doors, and the construction of the doors and building and the number of users. Anywhere from $500.00 to $2000.00 per door.
